Changes to the AGU style files art-jgr.sty and art-grl.sty

Version 4.3, 1993 October 22

The routine to balance two columns on last page produced an underfull vbox
message. This did not do anything bad, but the message is now remove by
including a \vfil at the appropriate spot.

For the sublabelling feature, it was necessary to redefine \ref. In version
4.2, the new definition included an unwanted space because of a missing %.
This has now been corrected.

Also in sublabelling: there was a bug that prevented the very first figure or
table from being sublabelled. This has been corrected.

In the GRL style, there were some \small's present, which should not be so.
GRL sets everything in one size. These have been removed.
